我国农村选举制度的研究 摘 要 由村民依法根据自己的意愿选出自己满意的村民委员会，是农村民主选举的重要内容，也是宪法赋予的基本权利。随着农村经济的快速发展，农村民主选举也在如火如荼地进行中，但其中暴露出来的问题也是有目共睹、不容忽视的。本文就是针对此情况，对选举制度在农村的具体实施进行了研究。首先通过实地调查和参看有关农村选举典型案例，发现农村选举普遍存在着选举程序不规范、贿选情况严重、流动人员选民资格认定困难、村委会成员选举容易罢免难、农村选举中村级党组织和村委会之间存在矛盾、农民参加选举积极性不高等问题；然后通过对农村选举存在的普遍性的问题进行研究，着重从选举法规不够完善、“两委”之间职责不明确、村民自治的基本要求落实不力、村民民主意识不高这四个方面分析了造成农村选举现状的原因；最后针对分析所得出的原因，提出相应的对策，指出要使农村选举正常、规范地进行，就需要完善选举法规、规范选举程序，构建科学、高效的农村“两委”工作运行机制，全面落实村民自治制度、调动农民的选举积极性，加强宣传、示范和引导、让民主选举走上法制化轨道。 关键词 农村选举，民主政治，村民自治 ABSTRACT According to the villagers own will to elect an their satisfied village committee is an important part of the rural election，and is also the fundamental democratic rights which entrusted by the Constitution.
