赣州分公司县支公司人力资源改革实施方案 为适应市场竞争环境,构建活力基层的管理单元,实现人力资源精细化管理,打造精简高效的员工队伍,促进管理效能提升,实现公司持续、健康、快速、协调发展,参照其他兄弟公司的机构设置和人员配置,结合我市系统实际,根据上级公司编制的要求,特制定如下实施方案。 一、人力资源改革的总体安排 (一)指导思想 人力资源改革的指导思想是:围绕公司发展的总体目标,按照“精简、高效、竞争、激励”的原则,根据总公司经营体制改革的基本思路,建立符合赣州实际、操作性强、具有市场竞争力的县支公司人力资源管理体系,为公司发展提供强有力的组织保障和人才支持。 (二)总体目标 人力资源改革的目标是:建立以市场和业绩为导向的组织架构,减少县支公司管理层级,理顺管理职能,确保管理科学、运转高效;以工作业绩为导向,强化绩效管理,建立相对科学的评价体系;改革收入分配制度,建立适应市场经济发展、相对公平合理的薪酬激励体系,充分发挥绩效工资的激励导向作用,做到干与不干不一样、干多干少不一样、干好干坏不一样, and work.
