中非阳光能源有限公司 CHINA AFRICA SUNLIGHT ENERGY 关于南部非洲电力组织交流问题的答复 Answers to Peer Review 中非阳光能源公司电厂项目概况 The Overview of CASECO 见附件1 （目前正在开展可研及设计工作） SEE ATTACHMENT 1(in the phase of feasibility study and designing) 津巴布韦新建独立电力生产商项目的申办程序 Process for IPP projects in Zimbabwe 中非阳光公司向津巴布韦能源管理委员会提交了2×300MW机组的发电申请，并缴纳了办理发电许可证的初期费用，近期就可以拿到发电许可证。 Caseco had submitted 2 × 300MW applications to ZERA and paid the initial FEE for power generation licence, the licence shall be issued anytime. 中非阳光公司向供电公司提交了并网申请，供电公司系统发展部就瓜伊电厂的接入系统制定了接入系统方案，中非阳光公司组织专家对方案进行了认真分析，并形成了初步意见（具体内容见附件2）。 Caseco had submitted the connection application to ZESA and then ZETDC feedback the connection option. The IPP should only invest for exclusive lines of projected PS and should not and be disable to invest for the main network. 独立电力生产商承包程序 Contracting process for IPPs 中非阳光瓜伊电厂目前正处于电厂可研和并网方案设计阶段，下一步准备开展的工作主要：确定并网方案、签订并网协议、签订售电协议（PPA）、完成环评。 CASEO is underway of feasibility study report and designing stage, the major missions for next stage are determination of network connection, signing of connection agreement and PPA AND EIA. 环评报告的许可费用收费按照投资建设数额的百分数来收取，费用太高，企业在建设期间无法承受。 The EIA fee which shall be charged by percentage of total project cost is high.
