农业、农民和农村问题的解决对策 Solutions to Three Agricultural Issues of China 姓 名：叶 光 所在院系：工商管理学院 研究方向：三农问题的解决对策 黑龙江工商职业技术学院 中国·哈尔滨 2010 年 10 月摘要 近几年，我国的经济增长速度明显加快，人均 GDP 超过了 1000 美元，基尼系数超过了 0.4 的国际警戒标准。根据国际经验，这一时期是社会问题多发期、社会结构最不稳定期，由此产生了社会经济发展过程中的不和谐现象。在诸多不和谐中，城乡的不和谐现象尤为严重，特别是 “三农”问题。 “三农”问题与其他社会问题相比较更具有基础性和连锁反应性的特点。中国是一个地道的农业和农民大国，农业的基础性地位，农村的发展落后，农民占我国国民大多数的现实，无一不凸现“三农”问题的重要。当前经济社会发展中存在的人与自然、人与人、人与社会诸多不和谐现象中，城乡发展的不和谐是一个重要方面，最集中的表现就是严重的“三农”问题。“三农”问题的存在，制约着社会主义和谐社会的构建。本文首先论述了农业、农民和农村的现状，继而分析了我国农业、农民和农村问题的成因，在此基础上，提出了针对农业、农民和农村问题的解决对策，认为应主要从城乡二元分割到城乡协同治理；深化改革，转变职能，强化支持；减少农业，富裕农民；建立健全农村社会保障体系四个方面进行改进。 关键词： 农业、农民和农村 现状 对策 Abstract In recent years, Chinas economic growth rate is significantly accelerated, the per capita GDP exceeded 1,000 U.S. dollars, while the coefficient over 0.4 international security standards.
