蔡尖花园工程监理规划 摘 要 为了提高投资效益和适应国内外形势发展的需要，自改革开放以来，我国在建设领域推行工程建设监理制以来，虽然取得了明显的社会效益和经济效益，但也存在一些问题。突出地表现在我国工程建设监理模式单一，监理范围局限于工程施工阶段，监理实践与理论上我国给监理定义为全过程的监理相背约，监理工作效能不高，监理行为随意性较强，缺乏规范化、标准化的管理体系，严重阻碍了监理事业的发展。 本监理规划设计从建设工程监理基本概念、监理目标控制方法和手段进行了阐述,并结合实际工程论述了监理三大目标控制的基本环节、控制的类型和三大目标的系统关系，重点论述了如何确定和分解监理目标，投资、进度和质量目标的控制任务、方法与手段，为项目工程服务，切实保障筹建单位和各参建单位的根本利益和工程成果；针对工程监理中存在的问题，我也提出了自己的解决对策。 关键词:建设工程 监理模式 目标控制 手段 The Planning Commissioner of the Building Project of garden’s Building in CaiJian Unit Comprehensive Accreditation ABSTRACT In order to improve the investment benefit and to adapt the need of the development of domestic and international situation, since reforming and opening, our country in construction the domain carries out project inspect manage business since, although obtained apparent social benefit and economic benefit, but also put in a few problems.
