College students file management was formally incorporated into the range of file management， which is an important progress. Students file is a complete record of the growth of students in institutions of higher learning and an important way for cultivating college students. Therefore， we should strengthen the university students file management， and pay attention to the change and development of higher education during the file content collection. It also requires a moderate expansion of the collection range， in order to fully reflect the growth process of college students on campus. It should be adapted to the new filing requirements. The rapid educational development and large population in the Yellow River Delta require a higher level of student personnel records management. Therefore， the software development of personnel files management is essential in Yellow River Delta. 　　Key words： Yellow River Delta； personnel files； software development 　　Introductions 　　Yellow River Delta， with axis point in NINGHAI， KENLI County， DONGYING City， SHANDONG Province， north originating from the Seoul estuary， south ending at the ZIMAI estuary and to the east， it casts a fan-like terrain. Its altitude is less than 15 meters with an area of 5450 km. The Delta is a temperate continental monsoon climate with four distinct seasons， sufficient sunshine and abundant natural resources in the region. The Yellow River Delta with rich resources also has great economic value on the economic development of the Bo Sea and Northeast Asia.
