上海郊区农地规模经营模式优化的探讨 马 佳 （上海农业科学院都市农业研究中心，上海 201106） 摘 要：采用实地问卷调查与统计资料收集相结合、定量分析与定性分析相结合的方法，旨在探讨上海郊区农地规模经营模式的优化。上海郊区农地规模经营主要应以家庭农场经营模式、股份制经营模式、合作社经营模式为主导发展模式，积极延伸发展企业经营模式、特色农产品生产基地模式、农业园区经营模式。推行农地规模经营面临着不少问题，包括农地流转、农业资金投入、农村劳动力状况、技术水平、基础设施、流通市场建设、政策环境等方面。基于上海郊区情况，农地规模经营的目标主要分两个层面：一个是个体规模适合农户，让农户保证一个适当的种植规模以维持其生存和发展；二是整体规模适应市场。在此目标指引下，依托新农村建设和土地整理构建农地规模经营模式优化模型；规模经营必须尊重广大农户经营规模的意愿，同时也离不开政策的大力扶持。 关键词：模式优化；农地规模经营；上海郊区 Study on the Optimization Model of Moderate-Scale Farmland Management in Shanghai Suburbs Ma Jia （Shanghai Academy of Agricultural Sciences，Shanghai，201106） Abstract: The paper has investigated the optimization model of moderate-scale farmland management in Shanghai suburb by the methods of questionnaire investigation and statistical data collection combining quantitative analysis and qualitative analysis. The results showed that farmland scale management in Shanghai suburb should be based on household farming model, joint-stock management model, cooperative management model, developing enterprise management model, characteristic agricultural products production base model, agricultural garden management model,and the implementation of farmland scale management in Shanghai suburb is facing many problems, such as agricultural land transfer, agricultural capital investment, the rural labor force status, technology level infrastructure, circulation market construction, policy environment. In Shanghai suburb, the goal of farmland management conclude two levels: Firstly, the scale must suitable for individual farmers, ensuring an appropriate scale to maintain farmers’ survival and development; secondly, the scale should be adopt to the overall scale of the market. Under the guidance of this goal, relying on new countryside construction and land consolidation, farmland scale management model is built; scale management must respect the farmers’ willing, and rely on the support of the policy.
