Strategy for Development: Boumediene Reshuffles Algeria’s Foreign Policy 1969-1970 Lakhdar Ghettas By 1969, Algerian President Houari Boumediene had established his undisputed leadership within the ruling Council of the Revolution after crashing his former Chief of Staff Tahar Z’biri’s attempted coup d’état in 1967 and escaping an attempt on his life in 1968. Domestically, regional development plans were underway while the central state apparatus was being gradually consolidated through elections of local and departmental assemblies. The National Liberation Front (FLN) was being restructured in order to channel the party’s socialist programme from the Polibureau down to the local masses; through reorganising the various social and cultural movements under the FLN’s umbrella. Voices of dissent at home and opposition abroad were increasingly weakened as the development projects of the 1967-1969 Pre-Plan started to yield concrete results. Furthermore, Boumediene’s personal esteem had increased, both at home and in the Arab World, following Algeria’s role during the June1967 War and the French evacuation of the military bases in Bechar, and Reggan as well as the naval base of Mers-El-Kebir in February 1968. Having concentrated on the domestic front since his accession to power in June 1965, Boumediene had decided it was time to reorient Algeria’s foreign policy in a way which would be conducive to the highly ambitious Four-Year Plan (1970-’73) of heavy industrialization which was being finalised in the course of 1969. The purpose of this paper is to detail Boumediene’s strategy of using foreign policy to ensure the success of his developmental programme; to trace the motivations underpinning the tactics he resorted to throughout this re-orientation policy; and finally to examine how the Nixon administration interpreted the new policy and consequently reviewed its options towards Algeria in light of the new geopolitical setting created by Boumediene’s strategy.
