摘 要 改革开放以来,东莞以发展“三来一补”加工工业为主的产业模式，逐渐由落后的农业县迅速成长为国际制造业名城，创造了“东莞模式”。随着世界宏观经济形势的变迁，全球性金融危机所导致的海外市场需求的缩减和国内包括劳动力、土地、能源等在内的各种成本的上升，以及人民币升值所带来的负面影响的冲击，使东莞外向型经济暴露出许多的问题。其中，东莞外商直接投资也存在着产业投向不平衡，来源不够合理、技术溢出不明显、环境污染等问题，对此，东莞政府应该通过产业结构优化升级、提高生产技术水平、改善投资环境、制定环保法律法规等措施，吸引优质的外商直接投资资源，促进东莞经济的持续发展。 本文围绕东莞外商直接投资情况进行分析，深入研究东莞外商直接投资的现状，发现外商直接投资存在的问题，然后提出有利于外商直接投资更好发展的建设性对策。 关键词：外商直接投资 存在问题 原因分析 对策 ABSTRACT Since the reform and opening up, Dongguan has gradually changed into an international manufacturing city from an undeveloped agricultural county by adopting a mode of “the three-processing and one-compensation” which is known as Dongguan’s distinguish characteristic. Dongguan’s export-oriented economy exposed more and more problem causing by the changes of macroeconomic, decreasing demand of overseas markets in consequence of global financial crisis, national rising costs including labor, land and energy as well as the negative impact of the appreciation of RMB. Among them, foreign direct investment also has the following issues: unbalanced investment, irrational resources, unobvious technology spillover, environmental pollution and so on. Therefore, Dongguan government should attract high-quality foreign direct investment resources to promote sustained development of Dongguan economy through upgrading industrial structure, developing production technology, improving investment environment and making environmental laws and regulations. This paper will analyze the situation of foreign direct investment in Dongguan, study the status quo thoroughly and find out the problem. Finally, the author is going to put forward constructive suggestions related to the better development of Dongguan economy.
