地区发展差距的衡量与缩小的路径 摘 要：本文在收集整理了反映中国东、中、西部地区人均GDP、教育和出生时预期寿命数据的基础上，利用UNDP的人类发展指数法估算了按地区划分的收入指数、教育指数和出生时预期寿命指数，并计算了按地区划分的人类发展指数。基本结论是：自20世纪90年代以来，地区人均GDP上的差距始终是最大的，无论是绝对差距还是相对差距都呈扩大的趋势；教育发展差距是最小的，东部与中西部地区教育发展的差距没有明显的变化，教育发展差距的扩大主要体现在高等教育阶段；人口出生时预期寿命的差距呈现出整体缩小的趋势；人类发展的绝对差距仍在不断扩大，短时期内没有明显的缩小趋势。在此基础上用主成分分析法得到了影响中国人类发展水平的主要因素－市场化和城市化水平、产业结构、科教文卫事业发展以及对外开放程度等。中国要缩小地区发展差距，必须树立科学发展观，从这几路径着手。 关键词：地区差距 发展 人类发展指数 Measurement and Narrow Path 0f Regional Development Disparity Abstract: On the basis of collection and compilation of yearly date of per GDP、education and life expectancy at birth by eastern 、central and western region，this study calculate three basic dimension indices-the per GDP、education and life expectancy indices，and human development index by regional. Our main conclusions are as following：Since 1990，regional disparity on per GDP is the largest，either the absolute disparity or comparative disparity widens dramatically，but the comparative disparity increases slowly；regional disparity on education is the smallest，the disparity between eastern and central region is showed in the stage of higher education；regional disparity on life expectancy at birth decreases gradually. Regional disparity on development increases evidently and the extent of enlargement has much greater. Using the Factor Analysis to got the factor for the Human Development of country，for market-oriented、Urbanization 、industry structure, science、education and medical project，the opening degree and so on. Chinese government to minimize the regional development disparity，must establish Scientific Development Views and take the measures in these Paths.
