全民健心——维护居民精神健康的社会学对策 中国全民健心网首席专家、湖南师范大学公共管理学院博士生导师肖汉仕教授 摘 要：我国新时期居民的精神健康问题形势严峻，根据制约的社会性因素，从社会学的视角，需要面向全体居民实施全民健心工程。即实施以维护居民心理健康为直接目的，以全方位优化社会心理环境、全面开展心理健康教育与心理素质培育、建构社会心理支持机制、完善精神卫生服务体系、发动全体居民参与为途径的系统工程。这是一项有利于居民健康、幸福、适应，有益于社会安定、和谐与文明的奠基工程。 关键词：精神健康；社会因素；全民健心；功能 促进 promote psychological health among all people the sociology measures of maintaining the resident mental health Hunan Normal University Public Administration Sociology Department Xiao Hanshi Abstract: In new period, the resident mental health problems in our country are rather severe. According to the social constraint factors, it is necessary to enforce the psychological health project among all people from sociology view. We have to enforce a system project which directly aims to maintain resident mental health, optimizes social psychological environment in all direction, carries out psychological health education and psychological quality training, constructs social psychological support mechanism, perfects mental health service system and starts all people to participate. It is a kind of fundamental project which is in favor of the health, blessedness and accommodation of the residents and benefits social stability, harmony and civilization.
