摘要 随着互联网时代的来临，我国社会正在发生翻天覆地的变化，这一变化已经对我国 国家安全产生了深刻影响并提出了严峻挑战。因此，要有效维护国家安全就有必要深入 分析互联网的时代特点及其对国家安全的影响途径，进而有针对性的提出化解策略。 在理论研究层面，本文尝试从维护我国国家安全角度出发，运用社会学理论、公共 管理理论和互联网信息技术理论，对境内外互联网影响国家安全的典型案例进行分析， 同时通过深入研究互联网在信息传播方面的特性，探究互联网时代对我国社会结构、社 会心理、社会活动及公共舆论等方面的影响方式和内容，进而分析互联网时代我国国家 安全产生的影响及其应对原则。 为体现上述理论研究的实际应用价值，本文还尝试对我国政府部门在互联网时代履 行维护国家安全职责时面临的挑战进行分析，并参考和借鉴国外有关政府在应对这一挑 战的实践经验，从进一步增强国家安全意识、合理引导社会舆论、加强对互联网安全监 管、普及国家安全教育等六个方面提出了应对挑战的建议。 关键词 互联网，国家安全，影响 Abstract As the coming of the Internet Age, China is going through world-shaking changes that exert profound influence on as well as pose severe challenges to our national security. Therefore, in order to effectively safeguard the national security, it is necessary for us to thoroughly analyze the features of the Internet Age and its means of exerting influence on national security and accordingly propose strategies of resolution. From the level of theoretical research, with the attempt to start from the angle of safeguard our national security, this paper uses theories of sociology, public management and Internet information technology to analyze domestic and overseas typical cases of Internets influence on national security. Meanwhile, through the deep study of the features of Internets information transmission, this paper explores the contents and means of Internet Ages exerting influence on our social structure, social psychology, social activities and public opinions, and accordingly analyzes the Internet Ages influence on our national security as well as the corresponding principles. In order to reflect the application value of the above theoretical research, this paper also tries to analyze the challenges faced by our government departments when executing the duty of safeguarding national security in the Internet Age.
