Key words: marine supervision financial crisis anchorage area 0、前沿 美国金融危机使国际经济环境的进一步恶化，对包括中国在内的世界经济和贸易产生了重大影响。就中国的出口而言，金融危机的负面效应日渐显现，并仍将在一定时期内持续。作为承担着国际贸易运输量93%的国际航运也未能幸免，全球航运市场正步入大萧条时代。在当前和今后一段时期内，由于航运市场低迷导致
