浅谈工程建设监理之“现状”与思考 　　摘 要：我国开展工程建设监理至今已有20年。目前，我国的建筑市场已基本形成了监理、业主和承包商三大平等、独立的工程建设主体。作为监理单位，既要重视“质量、进度、投资”三大控制，又要作为工程建设中最主要的协调者和管理者，协调好与业主、施工单位之间的关系，以确保工程建设预定的“质量、投资、进度目标”的实现。当前，我国工程建设监理是一个正处在发展阶段的产业，工程监理工作中存在着不少的问题，它需要政府有关部门在政策、制度、措施上予以扶持，也需要社会各界的广泛理解与支持，才能充分发挥它在工程建设中“三控二管一协调”的作用，才能实现国家在基木建设中大力推行工程建设监理制度的初衷。 　　关键词：工程监理 　　Discuss present condition and thinking on superintendency of engineering construction 　　Xie Bao-li 　　（ Baoji city Jintai district construction engineering quality and supervision station Shaanxi province ） 　　Abstract：It has been 20 years since our country started exhibition engineerings construction superintendency.
