充分挖掘城市文化资源优势 推进产业转型升级 ——关于江苏高邮文化遗产旅游开发的调查和思考 内容提要：本文就江苏高邮如何立足首批省级历史文化名城的资源优势，深入贯彻落实科学发展观，切实加快“现代工商名城、东方邮都名城、历史文化名城和滨湖旅游名城”的区域性中等城市建设步伐，以发掘、彰显邮文化、运河文化等文化遗产特质，突出加快发展旅游产业，着力探索出一条符合高邮市情的产业转型升级之路进行了调查和思考。文章对高邮城市的文化遗产、旅游开发思路进行了概述并对旅游产品的设计开发提出了具体建议。加快推进独具高邮特色的运河风景、邮都风情、珠湖风光，建议重点要突出四个方面：一是利用现有本土文化，查找缺失，规划旅游产品；二是围绕城市规划建设，挖掘文化，提升旅游产品；三是借助周边城市资源，寻找合作，拓展旅游产品；四是传承历史文化资源，搜寻特色，创新旅游产品。 关键词：文化资源 高邮 旅游开发 Mining thoroughly advantages of city cultural resource, Advancing industry transformation and upgrading Investigation and thinking regarding cultural heritage tourism development in Gaoyou,Jiangsu Content summary: This article makes investigation and thinking about exploring a way of industrial transformation and upgrading consistent with Gaoyou situation, by how Gaoyou bases on the resource advantages of first batch of provincial historical and cultural cities, thoroughly implements the scientific concept of development, effectively speeds up the construction of territorial medium-sized city as “modern industrial and commercial city, oriental capital of mail city, historical and cultural city, the tour of lake city”, discovers and highlights characteristics of cultural heritage, such as mail culture, canal culture and so on, to accelerate the development of tourism industry. The article summarizes the ideas of accelerating development of Gaoyou cultural heritage and tourism, and makes detailed recommendations regarding the design of tourism products.
