Abstract The ethics of public officials are not “black and white.” Rather, ethical behavior can be put on a continuum ranging from broken to strong. While many public officials—elected and appointed—are viewed as self-serving opportunists whose ethical compass is broken, there are others, many in fact, whose ethical compass serves them well.
