Circular of the General Office of the People’s Government of Beijing Municipality, Forwarding the Implementation Opinions of the Municipal Bureau of Commerce and the Municipal Development and Reform Commission on Promoting the Development of Chain Operation 中华人民共和国商务部公告2004年第10号－－进口未漂白牛皮箱纸板反倾销立案 　　中华人民共和国商务部于2004年1月31日正式收到东莞玖龙纸业有限公司、福建省青山纸业股份有限公司、山东博汇纸业股份有限公司、山东太阳纸业股份有限公司代表中国大陆未漂白牛皮箱纸板产业提交的反倾销调查申请，申请人请求对原产于美国、泰国、韩国和台湾地区的进口未漂白牛皮箱纸板进行反倾销调查。 　　商务部依据《中华人民共和国反倾销条例》的有关规定，对申请人的资格、申请调查产品的有关情况、中国大陆同类产品的有关情况、申请调查产品对中国大陆未漂白牛皮箱纸板产业的影响、申请调查国家的有关情况等进行了审查。同时，商务部就申请书中提供的涉及倾销、损害及倾销与损害之间的因果关系等方面的证据进行了审查。申请人提出的初步证据表明，上述四家申请企业未漂白牛皮箱纸板产量之和在2002年和2003年度分别占中国大陆总产量的31.6%和33.9%。申请人在申请书中提供了两家支持申请的未漂白牛皮箱纸板生产企业支持该申请的声明及其产量，四家申请企业和两家支持企业未漂白牛皮箱纸板产量总和在2002年和2003年度分别占中国大陆总产量的42.6%和50.5%。同时，商务部向已知的其他中国大陆未漂白牛皮箱纸板生产企业发放了调查问卷，征求其对该
