[C]臂；[pl.]武器；兵器 The government intends to out expenditure on arms. （2）这是一个and连接的并列句，第一个分句又是一个含有宾语从句的主从复合句。主句是一般过去时，由what引导的从句是过去进行时。那么宾语从句的时态该如何决定呢？ ①在一般情况下，宾语从句的时态与主句的时态保持一致。尤其要注意think, suppose ,make sure, be surprised, be disappointed, believe, expect 等词后面宾语从句的时态。 I never thought you could complete the project so soon. 我完全没想到你们能这么快完成工程。 ②当主句的动作发生在现在，宾语从句的动作发生在过去时，主句的谓语动词用现在时，而宾语从句用过去时。例如：I am surprised I didn’t see all that before. 我奇怪的是，这一切我过去都没有看出来。 ③如果宾语从句表示的动作发生在主句的谓语之前，该宾语从句要用完成时；若发生在主句的谓语动词之后，则用交来时；若强调动作正在进行，应用进行时。例如： We supposed that she had already left for home. 我们以为她已经动身回家了。 I was surprised they were studying a novel like that. 我很奇怪，他们竟然学这样一部小说。 I will never forget the insults you have given to me when I was poor. 我永远不会忘记我贫困时你所给我的屈辱。 2．In 2003, there were fifteen, involving nearly 37 ,000 personnel (soldiers and civilians).在2003年，有15次维和行动，涉及近3万7千人（包括士兵和平民）。 （1）personnel n.[U]全体人员 ①Airline personnel can purchase flight tickets at reduced prices. 航空公司的职员可以优惠价购买飞机票。 ②All the personnel of this factory have gathered in the hall. 这家工厂的全体职员已经集合在会场。 注意personnel是集合名词，谓语动词用复数。 （2）civilian n.[C]平民；文职人员 ①Two soldiers an
