You may apply to the Consulate General of Turkey in Shanghai if you are located (physically living and working) in Shanghai city or Anhui, Jiangsu and Zhejiang Provinces. If you are located in some other city/province, you need to apply to the Turkish Embassy in Beijing or to the Consulate General of Turkey in Guangzhou.
