前 言 本标准参考了国际食品法典委员会(CAC)的标准Codex Stan CAC/GL 09-1987 (amended 1989, 1991) General Principles for the Addition of Essential Nutrients to Foods和CAC/GL 10 – 1979（revised 2008）Advisory Lists of Nutrient Compounds for Use in Foods for Special Dietary Uses for Infants and Young Children。本标准还参考了欧盟法规 No 1925/2006 Regulation on the Addition of Vitamins and Minerals and of Certain other Substances to Foods. 本标准代替GB 14880-1994《食品营养强化剂使用卫生标准》。 本标准与GB 14880-1994相比，主要变化如下： ——增加了术语和定义； ——增加了营养强化原则、营养强化剂的使用原则和强化载体的选择原则； ——在风险评估的基础上，结合食品分类系统，调整、整合了部分营养强化剂的使用品种、使用范围和使用量，删除了部分不适宜强化的食品类别； ——列出了允许使用的营养强化剂化合物来源名
