摘要 进入新的历史时期和发展阶段，国家更加强调区域发展的协调性。地处内陆地区的城市要缩小与东部地区的差距，就必须大力推进开放型经济，用超常规手段和速度来实现跨越式发展。严格地说，开放型经济的基本内涵无论对沿海地区或内陆地区其本质是一致的，之所以提出内陆开放型经济这一命题，主要在于沿海地区和内陆地区推进开放型经济的进程中，客观存在着区位、发展空间的差异、经济发展阶段、市场发育程度的差异性，由此导致二者在推进取向、重点、路线等方面不同。在信息化和经济全球化的背景下，区位因素、地域因素等已经不是开放型经济的主要障碍，用地理区域来解释开放程度的观点已经不太符合当今世界经济发展的新变化。地理优势对开放型经济的影响正在逐渐减弱，开放的体制和政策环境、人文精神和网络技术对开放型经济的影响正在日益增强。特别是信息网络技术的兴起，电子商务消除了交易的空间距离，改变了商业活动的支付方式，降低了交易成本，拉近了不同区域人们的心理距离，信息化这种与地理区域无关的特性，为内陆地区的开放创造了更加便利的条件。 本文旨在探讨基于信息化的内陆开放型经济的发展，同时，与工业化背景下的开放型经济作对比，进一步揭示了内陆地区发展开放型经济的新方式、新途径，以及提出了重庆作为试点的发展内陆开放型经济的相应对策。其中，对重庆成立内陆第一个保税区，也做了相应分析，内陆开放型经济战略的更好实施，真正为内陆地区经济发展提供充足的动力，以期对内陆地区推动开放型经济发展在理论和实践上起到一定参考作用。 关键词 信息化　　内陆地区　　开放型经济　　生产要素 Abstract This paper places the emphasis on open-economy and economic openness degree in China. After entry to WTO, open in China has entered a new stage. The development of economy globalization makes the international environment of open change greatly. Entered a new historical period and stage of development, a greater emphasis was put on coordination of regional development. In order to narrow the gap between the city located in inland areas and the eastern region, it is necessary to vigorously promote an open economy using extraordinary means to achieve development and speed. Strictly speaking, the essence of the basic meaning of an open economy is the same both in the coastal areas or inland areas. The fact that land-locked open economy became a proposition, mainly lies in the objective existence of development opportunities difference, the stage of economic development and the growth of the market degrees difference, thus it causes the two in the advancement orientation, key, route and so on not to pass from this.However, in the context of economic globalization, regional factors, geographical factors, such are no longer a major obstacle for an open economy. To explain the views of the degree of openness with geographic regions in todays world has not quite in line with the new changes in economic development
