No. 3 of 2016 (General Serial No. 234): Real-time Audit Results of the Implementation of Policies and Measures on Stabilizing Growth, Promoting Reforms, Adjusting Structure, Benefiting People’s Wellbeing, and Preventing Risks in December 2015 In 2015, with the aim to guarantee the implementation of the national major measures and macro-control arrangement, the National Audit Office (CNAO) conducted a real-time audit on the implementation of policies and measures on stabilizing growth, promoting reforms, adjusting structure, benefiting people’s wellbeing, and preventing risks by 31 provinces (autonomous regions and municipalities, collectively referred to as provinces hereinafter), 29 central departments, and 7 central enterprises. In December 2015, the CNAO conducted a real-time verification on the rectification of the issues audited from January to December. The auditi focused on the advancement of the projects of people’s livelihood, environmental protection and transportation, on the implementation of the policies such as streamlining administration and delegating more power to lower-level governments, innovation and entrepreneurship. The relevant circumstances are hereby reported as follows: I. Rectification of Issues Found in the Real-time Audit in 2015 In 2015, audit institutions at all levels in the real-time audit examined 7.28 million projects in total, spot-checked 10.58 million units cumulatively, among which the inspection team sent directly by the CNAO examined 5,510 projects, spot-checked 5,286 units and found out 3,260 issues. The audit institutions issued regular audit reports on problems audited, made timely announcement to the public and conducted real-time verifications on the rectification.
