Key words Cloud computing， regional medical ，hygienic information，medical collaborative，Management information system of basic medical and health 背景 据2014年底统计，我国每千人口执业(助理)医师数达到了2.12人，与一些发达国家相比，我国人均医生占有率差距不算明显，甚至每千人床位数4.84的占有率比美国还高。但约80％的医疗资源集中在城市大医院，而只有20％分布在农村基层医疗机构，随着经济的发展和社会进步，人们对医疗卫生服务的需求也响应提高，造成了大医院人满为患，而基层医疗机构无人问津，这是“看病难，看病贵”的重要原因[1]。 河南省是典型的农业人口大省，为提高信息化水平,更好的为农村人口健康服务，河南省卫计委向国家发改委提交了基层医疗机构管理信息系统的建设方案并得到批复。通过协同会诊、影响协同、双向转诊和在线学习，使得区域内医疗资源共享[2]，实现“省、市、县、乡、村”多级医疗协服务，同时为其他省份区域协同医疗提供借鉴意
