泰 山 学 院 本科毕业论文 浅析我国地方政府绩效评估中公民参与问题 所 在 学 院 管理学院 专 业 名 称 行政管理 申请学士学位所属学科 行政管理 年 级 二〇〇九级 学生姓名、学号 郭修伟 2009030123 指导教师姓名、职称 王蕾 助教 完 成 日 期 二〇一三年六月 摘要 本文在对公民参与地方政府绩效评估的基本概念深刻理解的基础上，对当今我国地方政府绩效评估中的公民参与现状和问题进行了深入的了解并分析原因，旨在努力构建和完善公民参与机制。由于笔者研究能力所限，在阐述我国地方政府绩效评估中公民参与实践的基础上，只对需要亟待解决的有关公民参与地方政府绩效评估中的几个问题，如地方政府行政服务理念落后及公民参与意识弱等进行了深入地研究。同时，就地方政府绩效评估中如何推进积极科学的公民参与这一问题提出了相应的解决对策，如转变政府观念，加强公民参与意识教育及健全公民参与法规等，以提高地方政府绩效评估的质量，加快行政管理体制改革,建设服务型政府。 关键词:地方政府绩效评估，公民参与，现状，对策 Abstract In this paper, the citizen participation in local government performance evaluation profound understanding of the basic concepts on the basis of todays performance evaluation of local government in the present situation and problems of citizen participation conducted in-depth understanding and analysis of the reasons, in an effort to build and improve mechanisms for citizen participation . As the author of capacity constraints, the elaborate performance evaluation of local government practice of citizen participation, based on the need to be solved only for concerned citizens to participate in local government performance evaluation of several issues, such as local government administration and civil service philosophy behind sense of participation and weak in-depth study. Meanwhile, on the local government performance evaluation how to promote active citizen participation in this scientific question put forward the corresponding countermeasures, such as the transformation of government concepts, strengthen education and improve awareness of citizen participation citizen participation regulations in order to improve the quality of local government performance evaluation to speed up the administrative system and build a service-oriented government.
