A legal definition not a psychiatric diagnosis The disabling condition is apparent before the person is 22 years old It constitutes a substantial disability to the affected individual It is attributable to mental retardation or related conditions which include cerebral palsy, epilepsy, autism or other neurological conditions The condition results in impairment of general intellectual function or adaptive behavior similar to that of a person with mental retardation Community Needs 1.8% of the population of the US Or about 5 million people So in any large scale disaster, nearly 2% of the population may require adapted trauma treatment.
