“哈大齐工业走廊”生产性服务业与制造业耦合发展研究 　　[摘 要] 通过运用多个数学模型和计量方法，对“哈大齐工业走廊”生产性服务业与制造业耦合变动趋势与偏离演变规律进行研究，结果表明：哈大齐工业走廊生产性服务业还处在非常低级的发展状态，产业现状与产业政策导向有一定的脱节，还不能有效支撑制造业的发展，其整体呈现发展水平低、信息化程度低、技术水平和创新能力均有待提高的现状。哈大齐工业走廊两个产业之间没有形成耦合发展的局面。这不仅需要产业自身升级，更加需要在宏观发展模式、体制机制和制度层面进行完善。因此，如何提高哈大齐工业走廊生产性服务业的发展水平，加强其对制造业的支撑力度，成为了推动耦合性发展的关键要素之一。 　　[关键词] 哈大齐工业走廊;生产性服务业;制造业;耦合发展 　　[中图分类号] F127.9 [文献标识码] A 　　Coupling Development of the Producer Service Industry and Manufacturing Industry in the Harbin-Daqing-Qiqihaer Industrial Corridor 　　SONG Dejun 　　Abstract： Several mathematical models and quantitative methods were used to study the coupling development tendency and rule of deviating evolution between producer services and manufacturing industry in the Harbin-Daqing-Qiqihaer industrial corridor. The result shows that the producer service industry is still in a very primary development stage and the industrial status and industrial policy orientation do not match one another， which could not support the development of the manufacturing industry yet. The overall development， informationization degree， technology and creative ability of the producer services are all at low level. The two industries in the corridor are not in a coupling development status. There is not only a requirement of industrial upgrade， but also a requirement of improvement in terms of macro development pattern， mechanism and system. In this connection， for promoting the coupling development， it is one of the key factors to boost the growth of the producer service industry and enhance its support to the manufacturing industry. 　　Key words： Harbin-Daqing-Qiqihaer industrial corridor， producer service， manufacturing industry， coupling development 　　一、生产性服务业与制造业耦合关系 　　可以把制造业与生产性服务业两个产业子系统通过各自的耦合元素产生的彼此影响的程度定义为制造业，生产性服务业系统的耦合度，其大小反映了二者协调发展的程度。 　　制造业的发展和内部服务外部化的过程中产生了生产性服务业，并逐步剥离成为独立产业，因此产业间必将存在紧密的联系。生产性服务业所从事的活动原本就属于制造业生产过程中上游、中游和下游的某个生产环节，这就决定了它们之间具有高度的耦合性。产业之间的耦合是双向的动态互动关系，是一个完整的社会化系统工程，具有以下几点内涵：产业之间具备彼此的关联性;产业之间是一种双向互动关系;产业的耦合
