The construction period of construction project is longer, and the cost control during the construction period is the key of construction project control for the construction enterprise. But as our country is affected by planned economy, control means and methods for a long time, the most of the construction project is finished in the case of cost overruns, extension of time. Therefore，how to complete projects to meet the requirements in the target cost or at the lowest cost and in a specified time, is important issues needing to focus on in the current construction activities. On the basis of comparative studies in a variety of cost control theory, and starting from the whole process of project construction, the text analyses and researches the constitute elements of the construction costs，and analyses the key aspects of cost control, and proposes appropriate counter measures to enhance the level of construction cost control, innovative cost control ideas and thinking to make some contribution to promote the healthy development of the construction industry
