History of National Bridge Inspection Standards

1968 - Federal Highway Act of 1968
Caused FHWA to create the National Bridge Inspection Standards (NBIS)
directing state DOT’s to maintain inventory (NBI) of Federal-Aid Highway
Bridges
1970 - Federal Highway Act of 1970
Limited NBI to only bridges on Federal-Aid Highway System
1978 - Surface Transportation Assistance Act of 1978
Caused NBIS requirements to be extended to bridges greater than 20’ on
all public Roads. FHWA holds the State DOT’s responsible for the inspection
of all public highway bridges within the State.

History of National Bridge Inspection Standards
August 26, 1988 - Changes in NBIS, 23 CFR Part 650.305:
Change in NBIS Inspection Procedures:
c) Each structure required to be inspected under the Standards
shall be rated as to its safe load carrying capacity in accordance
with section 4 of the AASHTO Manual.
1993 - FHWA issues two memos reminding DOT’s
that load ratings of bridges are required by NBIS
March 22, 2004 - FHWA issues memo to allow the use of
three additional codes (the Load Factor (LF), Allowable Stress (AS), or the
Load and Resistance Factor Rating (LRFR) methods) for coding of method
used to determine operating rating, and method used to determine inventory
rating.
