PAGE PAGE 1 建立和完善中小企业融资体系的探讨 摘 要 融资意识薄弱、融资渠道少、融资手段单一、融资额度有限是大部分中小企业在解决企业资金紧张局面时面临的普遍问题。中小企业融资难的原因在于我国融资服务体系不健全和中小企业自身存在的不足和缺陷。 本文简要分析了中小企业的经济地位、融资现状及其融资难的基本原因，并提出了改善中小企业融资内外部环境的建议。提出了解决中小企业的融资困难问题，是一项复杂的系统工，需要中央政府的高度重视和各地方、部门、机构的共同推进，在制定政策上体现多样性、商业性、整体性原则，从制度上完善政策支撑体系；同时，转变融资机构观念，培育和保护私人资本场，在规范运作和商业化原则卜，积极拓展间接融资渠道；其次，建设多层次的资本场，拓展直接融资渠道，支持中小企业健康发展；最后，企业加强公司治理结构，增加财务透明充分挖掘内部自身潜力，依据企业自身发展特点基础上，寻求资金的支持。 关键词：中小企业 法律保障 财政扶持 信息服务 ABSTRACT Weak awareness of financing, financing, financing channels, single means less financing limit is most medium-sized enterprises in solving enterprise capital tensions in the common problems.
