PEPFAR Priority Areas Sustainability and Partnerships: Strengthening Transparency and Accountability December 2016 The global HIV response has changed dramatically since PEPFAR was launched in 2003, pivoting from an emergency response characterized by the urgent need to scale up HIV services largely funded by external donors, to one where responsibility is shared among donors, partner governments, civil society, the private sector, and other stakeholders, together united behind the goal of achieving an AIDS-free generation. Today, PEPFAR is engaged in the
