毕 业 论 文 论文题目 农村剩余劳动力转移问题的探讨 学 院 公共管理学院 专 业 劳动与社会保障 年 级 1201级 学 号 20121010118 姓 名 陈 晨 指导教师 赵 玉 兰 职 称 讲 师 （2016 年 6 月）  农村剩余劳动力转移问题的探讨 摘要：我国成立以来，剩余劳动力的就业问题非常的急迫，而剩余劳动力可以分为农村剩余劳动力和城市剩余劳动力，但是政府的政策长期重视城市发展，忽视了农村的发展，导致农村出现了很多问题，尤其是农村剩余劳动力转移就业问题。由于受我国城乡二元结构、经济发展不平衡、户籍制度的影响，所以农村剩余劳动力数量过多，就业形势严峻，劳动力素质不高，就业观念保守，和寻找工作时受到歧视等各种问题。对于这些问题，政府应发挥统筹规划的职能，改革城乡户籍制度，实现城乡经济发展一体化，加大对农村剩余劳动力的人力资本投资，并且引入市场机制，使农业的发展符合市场的供求规律。随着经济发展模式转型，产业结构升级，农村剩余劳动力的就业方式也会发生相应的变化，因此要积极适应新经济、新产业，达到农民增收、促进经济发展的目标。 关键词：农村剩余劳动力; 就业; 转移  Discussion on the issue of the transfer of rural surplus labor Abstract: Since our inception, the employment problem of surplus labor is very urgent, and surplus labor can be divided into urban and rural surplus labor surplus labor, but the governments policy of long-term attaches importance to urban development, ignoring the development of rural areas, leading to a lot of problems in rural areas, in particular the employment problem of the rural surplus labor transfer.
