The Bill of Quantities shall be read in conjunction with the Instructions to Bidders, General and Special Conditions of Contract, Technical Specifications, and Drawings. 本工程量清单应连同投标人须知、合同的通用和专用条件、技术规范以及图纸一并进行阅读。 2. The quantities given in the Bill of Quantities are estimated and provisional, and are given to provide a common basis for bidding. The basis of payment will be the actual quantities of work ordered and carried out, as measured by the Contractor and verified by the Engineer and valued at the rates and prices bid in the priced Bill of Quantities, where applicable, and otherwise at such rates and prices as the Engineer may fix within the terms of the Contract. 工程量清单中给出的工程量为估算的暂定量，仅作投标的共同依据。而支付的依据则将是按指令进行并已实施的、由承包商计量并经工程师验证的实际工作量，按报价的工程量清单中所报单价和价格（如适用的话）计价，否则就按合同条件范围内工程师确定的其他单价和价格计价。 3.
