Government/Nonprofit partnerships The City of Kennewick and Habitat for Humanity Public Admin. And Community Orgs. PADM 7240 Summer 2005 Kennewick’s Demographics Population is approximately 60,000 Information on the homeless and low income is based on the two counties that encompass the Tri-Cities area. Those counties are Benton and Franklin. Tri-Cities consist of Kennewick, Richland, Pasco, and now West Richland. All of these cities are experiencing rapid and tremendous growth. The Problem The two counties have an MSA of 160,000. The total number of Homeless individuals is 483 0.3% of our MSA is homeless In the Tri-Cities, roughly 50% of the low and moderate income households were paying more than 30% of their income for rent(Benton Franklin Housing Network, 2005). How did this happen ? The number one cause is family breakups. Number two is Drug and Alcohol use. Number Three is Unable to pay rent. Un-affordability issue The un-affordability issue relating to homelessness is multi faceted. Often the final event causing homelessness is the inability to pay rent leading to eviction. Once evicted, they have difficulty qualifying for adequate housing even if they could afford it due to the credit checks/housing references required by prospective landlords. Finally if they are otherwise ready for permanent housing, rentals are still not affordable to them because monthly rents are not within their means or initial rents/deposit requirements are too high. Kennewick, Pasco, and Richland Housing Authorities have a total of 1,620 subsidized units for families and individuals. These are rarely available due to a waiting list that contains over 1,500 households. As of 2004, there are an additional 1,535 units of HUD subsidized rental units operating in the area by non-profits and private owners. These are similar to the regular housing market and not r
