2011年广陵区和谐社区建设工作意见 （征求意见稿） 2011年，全区和谐社区建设的指导思想是：以邓小平理论、“三个代表”重要思想和党的十七届五中全会精神为指导，深入贯彻科学发展观，全面落实区委六届十一次会议精神，围绕构建社会主义和谐社会总体要求，以争创全国文明城市为目标，以建设“创新广陵、精致广陵、幸福广陵”为主调，以新一轮社区创建为抓手，开拓创新，奋力实干，着力使社区建设在运行机制上有新突破,在整体水平上有新拓展，在群众满意度上有新提高，不断谱写广陵和谐社区建设新篇章。 一、以统筹党建为主线，打造社区党建新格局。 以民生党建为重点，以促进发展、服务群众为方向，统筹区域党建，加强社区党组织建设，推动凝聚强大先锋力量，构建“共同参与、共创品牌、共树形象”的社区党建新格局。 1、加强党建基础。加强社区党委、党总支规范化建设，抓好新一届社区党组织班子培训，提高社区党务工作者的素质；探索实施社区“支部小型化”改革，健全社区党委、区域支部、楼院党小组三级组织网络，扩大党建工作全覆盖；加强社区党组织活动和服务阵地建设，按照“便民咨询、党员服务、议事协调、教育培训、创优示范”五大功能要求，在全区全面推进社区“先锋驿站”建设，年内建成率实现100%。 2、拓展党建模式。开展党建联动、文化联谊、先锋联创、资源联享为主题的街区党建“四联”活动，促进文昌商圈特色街区党建提质扩容；推进“支部建在楼上”，形成以楼带街、以街带居党建工作新模式；加强城乡基层党建互动共建，举办城乡基层党建工作交流会村居干部述职观摩活动，增进互相，促进互相借鉴，共同提升党建工作水平。按照“职责明确、分工合理、优势互补、协调联动”的原则， manufacturers drawings bolt fastened in the cylinder and outer cylinder.
