Reducing the incidence of new cases will taketheconcertedeffortandparticipation ofallcommunitysectors,andwillrequire strong political leadership. The World of‘‘disease’’[4],buttheiressentialfunction remained unchanged—they are a frame- work to guide inter-state behaviour when confronted with an acute public health emergency that threatens to disrupt inter- nationaltradeandtravel. LinkedPolicyForum This Perspective discusses the fol- lowingnewPolicyForumpublished inPLoSMedicine: To emphasise this dual focus, the revised IHR introduced the concept of a PHEIC.AsdefinedinArticle1,aPHEIC is an ‘‘extraordinary event’’ that consti- tutesapublichealthrisk,whichmayalso require a coordinated international re- sponse.
