Elbers2 1Business Economics, Wageningen University, Wageningen, The Netherlands, 2Crisis Organization and Diagnostics, Department of Epidemiology, Central Veterinary Institute(CVI),partofWageningenUR,TheNetherlands Abstract Background: Bluetongue (BT) is a vector-borne disease of ruminants caused by bluetongue virus that is transmitted by bitingmidges(Culicoidesspp.).In2006,theintroductionofBTVserotype8(BTV-8)causedasevereepidemicinWesternand CentralEurope.TheprincipaleffectiveveterinarymeasureinresponsetoBTwasbelievedtobevaccinationaccompaniedby othermeasuressuchasmovementrestrictionsandsurveillance.Asthenumberofvaccinedosesavailableatthestartofthe vaccination campaign was rather uncertain, the Dutch Ministry of Agriculture, Nature and Food Quality and the Dutch agriculturalindustrywantedtoevaluateseveraldifferentvaccinationstrategies.Thisstudyaimedtorankeightvaccination strategiesbasedontheirefficiency(costsinrelationtopreventedlossesorbenefits)forcontrollingthebluetongue virusserotype8epidemicin2008. Methodology/PrincipalFindings:AneconomicmodelwasdevelopedthatincludedtheDutchprofessionalcattle,sheep andgoatsectorstogetherwiththehobbyfarms.Strategieswereevaluatedbasedontheleastcost-highestbenefitfrontier, thebenefit-costratioandthetotalnetreturns.StrategyF,wherealladultsheepatprofessionalfarmsintheNetherlands would be vaccinated was very efficient at lowest costs, whereas strategy D, where additional to all adult sheep at professionalfarmsalsoalladultcattleinthefourNorthernprovinceswouldbevaccinated,wasalsoveryefficientbutata littlehighercosts.StrategyC,wherealladultsheepandcattleatprofessionalfarmsinthewholeoftheNetherlandswould bevaccinatedwasalsoefficientbutagainathighercosts.
