【Abstract】 The scale and effectiveness of higher education is a dialectical relationship between the reform of university management system makes the scale and effectiveness of the apparent nature, its focus will fall on the performance evaluation and its mechanism. The pursuit of appropriate scale and excellent benefits to correctly deal with their debt control, and long-term development planning issues, while the extension of the coordination of development and content of the building is the size and efficiency of the core institutions of higher learning.

As China’s political and economic reform deepening the development of higher education has undergone profound changes. The planned economy era, higher education, reflects the era of small-scale, single professional, elite-oriented features, survival and development of institutions of higher learning environment has been a number of factors. With the establishment and perfection of the market economy, China’s higher education progressively reflect the large-scale, comprehensive and popular features. Higher education continues to explore a new development model, the new management concepts are also emerging. Into the 21st century, China has achieved rapid development of higher education reached a large-scale, markedly enhanced the economic strength of colleges and universities. In this paper, institutions of higher learning in the new situation, how to use the scientific development concept to correctly handle the problems between the scale and effectiveness of a few observations.
