College construction and development of the scale and effectiveness of the 【Abstract】 The scale and effectiveness of higher education is a dialectical relationship between the reform of university management system makes the scale and effectiveness of the apparent nature, its focus will fall on the performance evaluation and its mechanism. Higher education continues to explore a new development model, the new management concepts are also emerging. Into the 21st century, China has achieved rapid development of higher education reached a large-scale, markedly enhanced the economic strength of colleges and universities.
