Educational Equity: Higher Education in the process of developing a serious challenge
【Summary】 Higher Education is currently in any developing country in the increasingly fierce international competition, to enhance national competitiveness and to obtain a necessary condition for the initiative. The article analyzes and compares the democratization of education in developed countries in the implementation of the course of the lessons learned, suggested that developing countries should liberalize policies to encourage private higher education, while the development of open distance education, to the two wings of the take-off mass higher education.

Popularization of higher education in the process of developing countries facing the challenges of social justice
The rise of knowledge-based economy, information society, the advent of economic globalization increases, making low-cost but high quality human resources has become a core element of national competitiveness, and popularization of higher education is like any developing nation today in an increasingly fierce international competition to enhance their competitiveness, to obtain a necessary condition for the initiative. As the vast majority of national expenditure on education must first ensure that the popularization of basic education alone can not implement state investment policy of popularization of higher education as a result, placed in front of decision makers in developing countries is often a dilemma: either to maintain higher education is only a few of the elite nature of train; or liberalization of policies to encourage investment in countries do not spend or under spend the establishment of private institutions of higher learning, while the development of open distance education, to the two wings of the take-off mass higher education.
