【Abstract】 With the constant improvement of China’s market economy, democracy and the rule of law to establish a sound rule of law and building a socialist country ruled by law the concept has penetrated into the university system of professional training courses in various disciplines under construction. Currently most of China’s non-law majors colleges and universities offered law courses, but the non-law majors emphasis on legal education, there is not enough, inadequate conditions for running schools, curriculum arbitrary strong, the law does not in-depth study of teaching such issues to be further improved.

(A) changes in the conception of education to adapt to the new international situation, the salient features of fostering high-quality compound talents. Under the WTO General Agreement on Trade in Services, “Education Services” is also included in the scope of trade in services, which means that higher education will also face international competition. From a legal standpoint, WTO norms is neither a simple international economic law, international law is not simple, but highly comprehensive law. It involves almost all aspects of international law, but also related to all aspects of domestic law, including the substantive law and procedural law issues. In order to meet WTO requirements, illegal school of professional legal education to train not only proficient in legal expertise, but also has multi-disciplinary knowledge to solve complex legal issues pass the compound talents to adapt to the new international situation, to highlight the characteristics of a professional discipline, comply with the contemporary social development needs.
