摘要 改革开放以来，随着我过经济技术的发展，人民大众对公共服务的需求也越来越多,政府在提供公共服务问题上面临着很多挑战，许多城市的政府已经开始购买公共服务。 从目前购买公共服务的现状来看，许多地方城市的政府购买社会力量公共服务的发展历程可分为起步阶段、规范化发展阶段、成熟阶段。我国政府在1995年至2005年的十年间购买公共服务的发展道路上仅仅在少数城市开展，并且购买形式比较单一，由于实际经验不足，对购买的服务内容范围也比较窄。随着政府前期购买公共服务的经验逐渐增多，2006年至2008年政府开展购买社会组织公共服务的城市也跟着增长起来，促进了市场化方向的发展，从公共服务的够买内容上出现扩充。随着北上广深等一线城市对购买公共服务的实践不断深入，2009年以来，结合当地的特点各地城市都加入到了政府购买公共服务的行列之中。 基于目前的现状，我国政府购买公共服务也遇到了一些问题，我国政府在推进和完善购买行为的过程中尚存在购买力度不足、购买行为成为政府的单向度合作。通过分析,本文发现这些问题与政府的观念、契约合作模式未建立等因素息息相关。因此，本文建议要转变政府观念、构建服务评价与监督机制，从而建构起政府购买公共服务的一整套保障机制。 关键词：政府，购买，公共服务，建议Abstract Since the reform and opening up, with the development of economy and technology, peoples demand for public service is increasing, and the government is facing many challenges in providing public services.
