GU XinyanDepartment of Vehicle EngineeringNanjing Institute of TechnologyJune, 2012摘 要随着我国经济的快速发展，智能交通系统将会成为现代交通管理发展的必然趋势。车辆自动识别系统是智能交通系统(ITS)实现的前提。车牌识别是车辆自动识别系统中最有发展前景的技术之一。车牌识别系统主要由车牌定位、字符分割和字符识别三部分组成。其中，车牌定位是字符分割和字符识别的基础，对整个系统的性能起着至关重要的作用，决定着系统的识别速度和识别精度。通过视频图像的检测与识别,可以实时检测交通违章现象、识别违章车辆的车牌号码，为公安交通管理部门提供强有力的执法证据。因此，研究交通图像检测与处理方法对智能交通运输系统的发展具有重要的推动作用。本系统采用基于灰度图像进行定位和识别。主要能够对带有车牌的图片灰度化，二值化，中值滤波等处理，并能够截取车牌图片。车牌定位是指将车牌区域从车辆图像中分割出来，是实现整个系统的关键环节。而车牌定位主要包含两个关键技术问题：图像的预处理和车牌定位的算法。本论文主要应用VC语言编程，对其车牌图像进行预处理，有效的解决一些导致识别、定位错误的问题。关键词：图像处理；车牌定位；二值化；中值滤波ABSTRACTWith the rapid development of our national economy,Intelligent Transportation Systems will become the trend of modern traffic management development.AutomaticvehicleidentificationisapremiseforIntelligentTransportation System(ITS)．License Plate Recognition(LPR) is the most promising technique in the automatic vehicle identification system．LPR consists of License Plate Location, Character Segmentation and Character Recognition.
