东北财经大学本科毕业论文 作 者 学 院 专 业 年 级 2012 学 号 2012210306 指导教师 教授 答辩日期 成 绩 摘 要 20145月10日，习近平总书记在河南考察时首次明确提出新常态概念，在同年12月9日举行的中央经济工作会议上，这一概念被上升到国家战略层面。中国经济发展已经进入新常态，并向形态更高级、分工更复杂、结构更合理的阶段演化，对于经济新常态的研究将作为今后各方经济工作的出发点，这对国家加快转变经济发展方式，平稳度过经济转型时期具有重大意义，因此本文将对经济新常态下相关的财政政策进行思考分析。本文将从经济新常态的特征、经济新常态对财政收支的影响以及在经济新常态时期我国经济发展面临的相关挑战以及相应的政策调整建议四方面来进行具体分析。 本文共分4个部分：第一部分，经济新常态的内涵，阐述了经济新常态的基本内涵与主要特点。第二部分，经济新常态对财政收支的影响，分析了经济新常态下的宏观经济运行态势与财政运行的机理。第三部分，经济新常态下财政运行面临的挑战，从四个维度探讨了经济新常态下财政面临的风险。第四部分，应对经济新常态的财政调整建议，分别对应第三部分的各个维度提出调整建议。 关键词： ABSTRACT On May 10, 2014, Chairman Xi Jinping, made the first new concept of the new normal in Henan, the theory has been raised to the national strategic level on December 9 on the central economic work conference held in the same year. Chinese economic development has been being the new normal, and on condition that the division of labor is being more complex and more reasonable. The research for the new normal economy will serve as the future economic work as the starting point, which for the country to speed up the transformation of the mode of economic development, smoothly go through the economic transformation period is of great significance. Therefore, this paper will talk about the new normal policy. This paper will carry on the concrete analysis from four aspects, which including the influence and characteristics of the new normal economic and new economic norm of revenue and expenditures and related challenges which Chinese economic development in the new normal economic times facing and the corresponding policy adjustment suggested. There are 4 parts:In the first part,we talk about the meaning of the new economic norm and the main features. In second part, we talk about the impact of the new economic normal on the financial revenue and expenditure and analyze the economic operation situation as well as the mechanism of the financial operation under the new economic normal. In the third part,we talk about
