Abstract The paper adopts the method of survey-analysis, study of literature and comparative analysis method and so on, trying to capture the cause of Chinas coal mines accidents and the diversification of administrative subject .So that we can solve the problems that we meet in coal mines accidents.We should give full play to the administrative organs,coal mine industry association, trade unions and non-governmental organizations,etc,so that the administrative subject pluralism theory could get a good application in solving coal mines problems. This paper consists of four chapters, with about twenty-five thousand words. The first chapter is the introduction of the ore accidents situation and reasons. Firstly, we find out the states we are in through the data accumulation and analysis.They are the serious casualties, the high frequencies of occurrence increasing year by year and the number of the death is larger than the wounded. Secondly, this paper expounds the cause of the mine disaster, including reason analysis of the ore accidents by experts, the objective and subjective reasons. Finally, the author analyses the root causes of the mine disaster occurred. The second chapter shows administrative subject system in our country at present to us. First of all, the paper briefly narrates the concept and connotation of the administrative subject. Furthermore, it is the overview of the background and the concrete embodiment. Followed by a summary of defects of the system of administrative subject in China. Finally, we can see the drawbacks the administrative subject simplification possesses in solving ore accidents.
