论分级诊疗模式下公立医院与社区卫生服务机构的协同发展 　　【摘要】 我国医疗卫生领域“看病难、看病贵”只是表面现象，它既有深层次的利益分配与博弈，又涉及消费者对医疗机构的信任，公立医院与社区卫生服务机构协同发展是新医改过程必需深入探讨的课题。分级诊疗可以明确各级医疗机构的功能定位，有效分流疑难急重患者和常见病多发患者的就医需求，使不合理的患者就医需求纠正为科学的就医需求分布结构。分级诊疗在不同的历史时段有着不同的内涵，要真正达到分级诊疗的目的，需要医疗市场中各要素单元协调一致、共同努力，尤其是公立医院与社区卫生机构在协调各方经济和社会利益的过程中，同心合力，相互配合，探索建立合理的分配机制。分级医疗体系的内涵建设和重新功能定位应在公立医院与社区卫生服务机构协同发展的前提下完成 【关键词】 公立医院； 社区卫生服务机构 【Abstract】 On the surface lie the common phenomena of current healthcare that is “time-consuming and effort-taking”.This deeply reflects the distribution and competition of benefits， which is influenced by public trusts toward health services.Therefore，it plays a great role to focus on collaborative development of both public hospitals and community health service centers， which is worthy to be dug out in the reform of healthcare system.Hierarchical diagnosis system can clear medical institutions at all levels of the functional positioning and effective shunt difficult and urgent patients with serious and common disease in patients with multiple medical needs，the unreasonable of the medical needs of patients to correct for the scientific medical demand distribution structure.Implications of hierarchical diagnosis system vary from time to time during history.To diagnose hierarchically，the whole healthcare services of different layers must be united and overall planned.Collaboration and joint efforts are basic for the success of running this system.Especially with balancing the economic and social interests of all parties， coordinative development of public hospitals and community health service centers must be concentrated on.Only in the context of collaborative development of public hospitals and community health services can connotation’s construction and functions regrading be accomplished. 【Key words】 Public hospitals； Community health service centers 改革开放以来我国的经济结构已发生了深刻的变化，但医疗行业的改革之路一直坎坷不平，“看病难、看病贵”的社会热点并没有消除，以公立医院为主体的医疗市场的格局没有根本性的改变，重新构建公立医院与基层医疗分级卫生体系尚需完善。“看病难、看病贵”只是公立医院与社区卫生服务机构协同发展的结构性问题的表面
