While the core asset of those companies includes the expressway itself and the related franchise, their core business is the operation management on the core asset during the holding period authorized by government, in which maintenance, toll collection and monitoring, investment and acquisition are involved. Those companies’ marketing management should focus on the quality as well as utility of their product/service, and the key point to their competition lies in both effective maintenance (“to get strong”) and successful investment/acquisition (“to expand”). In order to accomplish their strategic goal, expressway management companies need some pertinent resources and abilities. Among them, maintenance management ability, toll collection and monitoring management ability, financial management ability, investment and acquisition management ability, are defined as the key abilities of core business, and they can finally be integrated into the optimal core competence of expressway management companies, if effectively supported by other resources and abilities from various dimensions.
