School of Law of Hunan University , Changsha 41ω钮， China) Abstract: Based on the definition of standardization capability , the forming motivation and basis of capability are analyzed and the constituent elements of capability are a1so proposed from the perspective of standardizations process. In the meantime , a case study of IGRS standard alliance is carried out. The results indicate that the leading enterprises standardization capability consists of RD capa- bility , management capability and resource capability which inf1uence on each other , and change along with the standardizations process. The a1liance leading ellLerprises should adjust the capability according to the characteristics of standardization stages in order to realize standardization efficiently.
