Article 4 the peoples governments at various levels shall strengthen the leadership of the mediation of the people. The administrative organ of judicial administration of the peoples government at or above the county level shall guide the mediation of the people in the administrative region. The daily work of the peoples conciliation committee shall be directed by township, nationality township, town and street law. The peoples courts at various levels shall guide the work of the peoples mediation committees. Article 5 the peoples conciliation committee shall abide by the following principles:
