Therefore the paper bu ilds up an index system after check ing up a m ass of relevan t data. And it mi proves the structu re of BP neural netw ork ami ing at the insufficiency of tradition BP m odel by integrating the early restart algorithm and statisticalm ethod in order to estab lish thew eight of index. Furtherm ore, the paper m akes the com prehensive evaluation tak ing into consideration the influence of each index. The paper at last validates the com prehensive m ethod by m eans of the realization of municipal com petition ab ility order in Jiangxi province.
