定额论文：工程量清单 计价模式 造价管理 【中文摘要】定额计价模式是我国传统的量价合一的工程计价模式,这种计价模式在我国建筑工程领域已使用了几十年,该计价模式快捷简便,在一定范围内,还会长期运用。工程量清单计价模式于2003年在我国推广应用,是量价分离的计价模式,主要应用于工程招投标阶段；工程量清单计价模式的推广,标志着我国工程造价管理由政府定价模式向市场定价模式的转变。本文通过对定额计价模式和工程量清单计价模式的研究,分析了工程量清单计价模式与定额计价模式的发展过程与计价方法,指出了各自的特点和它们之间的联系,进而根据工程实践,提出对工程量清单计价模式存在的问题,并对我国工程量清单计价体系进行改进和完善提出了建议。具体内容如下：第一部分：介绍了我国工程造价管理的发展历程,分析了各阶段造价管理的特定,进而分析得出定额计价模式的弊病。第二部分：系统讨论了定额计价的基本过程,预算费用的组成、计算方法。第三部分：介绍了工程量清单计价模式的由来,中外工程量清单的构成,工程量清单的发展和应用,根据工程量清单实例分析了工程量清单的作用。第四部分：从多方位对比分析了清单计价模式与定额计价模式的异同点,通过异同点的比较得出工程量清单计价的优势,工程量清单是我国建筑行业与国际接轨的必然趋势。第五部分：分析了目前我国工程量清单的不足,提出了完善我国工程量清单及计价配套体系的设想和建议。 【英文摘要】Quota valuation model is a traditional engineering cost model under the unity of quantity and price, which is life easier and has been used for decades even still for long-term use in construction industry in China within a certain range. Bill of Quantities (BOQ) model is the pattern of valuation with separation of quantity and price, it is mainly applied in engineering bidding stage and started to be spread in 2003 in China, which marked the engineering cost management transformation, from the government pricing model to market pricing model.Studying the quota valuation patterns and the BOQ model, analyzing the development process and valuation methods of BOQ model and the quota valuation model, in this article, the author pointed out their characteristics and the relations between them, then puts forward the valuation model problems according to engineering practice, and states some suggestions for improving and bettering the system of BOQ in our country.Part one:The author introduced the course of development of engineering cost management in China, analyzed the cost management of each phase, and concluded particular drawbacks of quota valuation model.Part two:The author systematically discussed the basic process of quota valuation, the composition and the budget calculation methods.Part three:The author introduced the origin BOQ, the composition of sino-foreign BOQ, the deve
