Abstract Local autonomy is introduced into China from modern west, which is actually embodied through Chinese traditional culture. The rights of local autonomy, that is to say self-management, originate from the central government. To a certain extent, It is a useful supplement of centralization. Chen Jiong-ming, with many intellectuals and local warlords, holds that local autonomy is the only way to found the democratic nation. They, therefore, publicize the local autonomy widely. From Chen Jiongming’s perspective, local autonomy mainly originates from the following three aspects: Firstly, the backgrounds of his family, education and so on cultivate his spirit, independence and kindness. Secondly, he also absorbs the nutrition from the prevailing idea of joint autonomy, which to some extent, makes his idea mature. Finally, whats more important is that his unique personal experience and practice of local development form the blueprint of local autonomy. The contents of his local autonomy at least include the following several aspects: the blueprint of local autonomy first comes from his understanding of local autonomy, the necessity of practicing local autonomy, the regulations of the relationship between local and central government and the practice of constructing the model of Guangdong Province. On the one hand, these contents manifest his complete plan about local autonomy, as well as his insistence of local construction. He advocates that it should carry out local autonomy first and then unify the country. On the other hand, his thoughts serve for the federal system. He hopes that he could realize his dream of American federal system in his lifetime.
